Chou Yi-Lan

Chou Yi-Lan (周怡蘭) is the Interim Co-Director, Programs, at Ignite Philanthropy, supporting Ignite’s initiatives in strengthening the capacity, connections, and leadership among networks and key allies in the field to end childhood sexual violence. She believes that people power and cross-sectoral collaboration is key to driving social impact and sustainability at scale, and is committed to bringing strategy, learning, and empathy into everyday conversations and practices.

Prior to her current role, Yi-Lan contributed her expertise to the human rights network FORUM-ASIA, leading media advocacy and communications strategies focused on human rights and development issues in the Asia Pacific region. She also served as a strategic engagement advisor at ActionAid Myanmar, where she gained invaluable insights into participatory approaches and community-led development. Yi-Lan holds deep gratitude towards her colleagues and friends in Myanmar for their kindness, resilience, and generosity.

She has a Master’s degree in conflict and development studies from the University of Sussex, and Bachelor’s degree from National Cheng-chi University. A native of Taiwan, she’s picked up French, Burmese, and Thai as she lived, studied, and worked across continents. She is based in Taiwan.

Beyond her professional pursuits, Yi-Lan finds solace and empowerment in Flamenco—a captivating art form that transcends borders and identities. “Dancing Flamenco is immensely fulfilling because it allows me to exert complete control over my body, mind, and emotions, and that’s empowering.”
